Mr Sutherlands new Road 200m from Viewhill Farm- Jim Harbison ( Highland Council original planning application case officer re Viewhill Farm and also the case officer for the new road) rang me this morning and has clarified several points : This is not a new Planning Application : as it is not a structure above ground Mr Sutherland does not need to submit a Planning Application but something called a Prior Notification , which is what this is. It is merely a I intend to do this - OK? type of thing and if there are no objections it goes through very quickly. Mr Harbison didnt know if the field entrance had already recently been amended or not but I am fairly sure I had read something in the documents that it had and that this was a further change ? ( Would be grateful if anyone else can clarify that?) He agreed that it is 200m closer to Culloden Battlefield and therefore well within the hinterland of Culloden. There is a Planning Policy called Policy 35 ,which states that there should be no development in hinterland, but unfortunately as this is not a building or structure above ground , Policy 35 does not apply here. The area is not currently Zoned for Development so technically Mr Sutherland is unlikely to get permission to erect a house/building, however Mr Harbsion said that Mr Sutherland could still submit a Planning Application and it would depend on the circumstances - Yogsters agricultural building springs to mind. Also Mr Harbison said that the Highland Council Zoning areas are currently being reviewed, so they may change in the future. Joyce was correct re the Dummy Property entry - it is just an e-form internet quirk and doesnt mean anything. However the There is 1 property associated with this application refers to the nearby steading - because of its proximity to the proposed new road & turning circle , the owners of the steading have to be considered. Mr Harbison said that PNs normally get dealt with fairly quickly but I see there have been many objections to this one so it will have to be formally reviewed. I put the question to him Why would you need a road and turning circle in a field for agricultural purposes? and he explained that he couldnt discuss details but said it was an aspect he was definitely going to look into.
