Ms Mamata Bannerjee 28TH August,2013 Chief Minister, Govt. of West Bengal Kolkata Dear Sir, Solution of Parking problem & full utilization of roads in Kolkata Hope you must be aware of the acute shortage of parking space, irregular parking of vehicles on Kolkata roads and thereby further narrowing of motorable roads. Since I am born and brought up in Kolkata, I have noticed the gradual deterioration of car parking facility & navigability of vehicles over the years. The situation at locality lanes have become precarious & most of them have become one lane traffic. The position is not going to improve (Rather deteriorate) as the number of cars on roads is going to increase substantially. In order to solve this impasse, I thought some out of box solution should be tried and accordingly I propose the following measures to be adopted by KMC for the purpose:- 1) While according sanction of plan for construction of a new building, with a minimum of 3000 sq.feet land area, a compulsory three storied “Parking Space” to be constructed for parking of public vehicles, by the owner/ promoter. 2) The owner may be allowed to construct three more storey, in addition to his entitlement, to compensate his loss of FAR. 3) His additional cost for construction of the ‘Parking Space” can be recovered from the fees to be collected from the “Parking Space” in future. 4) However, the rate of parking charges will be determined by KMC but the individual owners of the premises will manage the operation. 5) The “Parking Space” should have provisions for parking of cars, two-wheelers, all goods carrying lorry etc. 6) The “Parking Space” should have provision for toilet to be used by the drivers. This will substantially reduce committing nuisances on the roads. 7) Overnight no vehicle should be allowed to be parked on the roads, which will not only improve the income of the owners of the “Parking Space” but also will substantially reduce the crime perpetrated at night on the roads. 8) New constructions on the main road/crossings must be insisted to accept this new model, whether for commercial or for residential purpose has to be built. 8) The “Parking Space” should be handed over by the owner/Promoter to KMC as owner/lessor and the same portion of the property may be given back to the owner/promoter as a Lessee. In case of his failure to maintain the property as per the terms, KMC will have the right to take it back & give it to any other for maintenance. The above are my initial thoughts and this may further be extended to make it more practical & acceptable to all stakeholders. I shall be obliged if some thought is given on the idea & not just dump as because this has not tried anywhere in India, though successfully implemented in other parts of the world.
