Much like Barack Obama, Franklin D. Roosevelt had to break at least one campaign promise to get the rest to work: For Obama, he had to accept an individual mandate for health insurance to keep the other aspects of reform (like guaranteed issue, community rating, and a minimum medical loss ratio) from bankrupting insurers; for FDR, he had to run substantial budget deficits in amelioration of the Great Depression, even though he had criticized Herbert Hoover for his (smaller) deficits while running on The New Deal campaign that originally included balancing the budget.
