Municipal Spatial Planning Support Programme in Kosovo VACANCY ANNOUNCEMENT Issued on 23.09.2013 Terms of Reference Organizational Location: UN-Habitat Kosovo Programme Duty Station of Assignment: Kosovo (Prishtina/Pristina) Functional Title: Consultant: Senior Advisor in Spatial Planning and Housing Duration of Assignment: 10 months over the period 20 November 2013 to 31 October 2014 Closing Date: 24 October 2013 Starting date of Assignment: 20 November 2013 BACKGROUND UN-Habitat has been actively assisting Kosovo institutions in the field of governance, spatial planning and municipal administration since 1999. This assistance is now conducted under the “Municipal Spatial Planning Support Programme” (MuSPP) with financial support of the Swedish Development Cooperation. The Programme provides support to twelve municipalities, respectively in secondary cities (Peje/Pec, Prizren, Gjilan/Gnjilane, Ferizaj/Urosevac and Mitrovica) and smaller communes (Junik, Hani i Elezit, Mamusha/Mamusa, Gracanice/Gracanica, Partesh/Partes, Malisheve/Malisevo, Partesh/ Parteš and Rahovec/Orahovac). Support is also provided to the central level, primarily the Ministry of Environment and Spatial Planning and the Association of Kosovo Municipalities. The UN-Habitat/MuSPP staff works locally with their municipal counterparts on a wide range of domains from spatial planning, urban governance and development, housing and informal settlements to, environmental planning, management and development control. The Prishtina Office (PO) provides similar support to the central level as well as specialized support to the MuSPP field staff. For more details on MuSPP and general information on UN-Habitat in Kosovo refer to the website – unhabitat-kosovo.org PURPOSE OF THE ASSIGNMENT The general purpose of the assignment is to provide technical support for the overall implementation of the MuSPP as well as specialized and contextualized inputs on spatial planning design, processes and implementation and housing management and finance. A primary role will be to facilitate and monitor operations of the Prishtina Office and field offices including their projects. The consultant will report directly to the Chief Technical Advisor (CTA) and will participate in the Prishtina Office management team. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK Under the overall supervision of the Chief Technical Advisor (CTA), the Senior Advisor in Spatial Planning and Housing will be responsible for the following main tasks: • Provide support and advice for the overall implementation of the MuSPP in line with the programme’s objectives, activities and expected outcomes; • Provide support in coordinating and monitoring the work of senior planners, planning staff and planning support at the Prishtina office; • Review and provide inputs to guidelines, planning tools, plans and projects being developed by MuSPP; • Develop guidelines and tools on: spatial planning implementation and financial instruments; housing profiling and municipal housing strategy, and facilitate related briefing/ training sessions for the MuSPP team and counterparts; • Develop a methodology for capacity needs assessment at the municipal level in the field of spatial planning (design, implementation, monitoring and evaluation), control development and local finance; and test it ; • Contribute to identify training and technical support needs and prepare relevant Terms of Reference for consultancies; • Identify internal and external training resources to be used for capacity building of MuSPP staff and partner municipalities; • Provide advice and guidance to the MuSPP team and its central and local counterparts on a range of issues, such as spatial planning at both the urban and rural municipal scales, regional and local development, environment planning and sustainable development, regularization of informal settlements, building construction, housing management/ finance; • Provide inputs in the formulation of new activities, including capital investment projects, vocational training, digital database for urban plans etc.; • Support the preparation of progress reports on MuSPP activities; • Regularly brief the CTA on all relevant plans, projects and activities affecting MuSPP; • Perform any other duties as may be assigned. The work shall be performed in UN-Habitat’s Prishtina office, in MuSPP support areas across Kosovo and wherever else needed. Logistical support such as local transport and interpretation will be provided by the Municipal Spatial Planning Support Programme. WORKPLAN/ACTIVITES Total consultancy timeframe provides for ten working months in Kosovo. The start of the consultancy is scheduled for 20 November 2013 and is expected to end by 31st October 2014. TENTATIVE SCHEDULE OF MISSIONS Four missions to Kosovo: 1st Mission (20.11.2013 through 19.12.2013): 1 working month (travel days not included) 2nd Mission (07.01.2014 through 06.04.2014): 3 working months (travel days not included) 3rd Mission (16.05.2014 through 15.07.2014): 3 working months (travel days not included) 4th Mission (01.08.2014 through 31.10.2014): 3 working months (travel days not included) (The schedule of missions is adjustable based on prior agreement with MuSPP) DELIVERABLES During the assignment, the consultant will deliver the following: • Inputs and comments on project plans, work plans, reports, advisory notes and other relevant materials. • A confidential evaluative comment note to the Chief Technical Advisor on the operation and functioning of each field office including the effectiveness of their work plans. • A methodology to undertake capacity needs assessment at the municipal level pertaining to spatial planning (design, implementation, monitoring and evaluation), control development and local finance. • A guiding and contextualized note/manual on spatial planning implementation and financial instruments. • A concept note devising the content of local housing profiles and municipal housing strategies, incl. practical recommendations towards housing and financial schemes, and role of the State/ Municipality in this endeavour. • Monthly activity reports and a final and full consultancy report on all activities carried out. The report will include an analysis of the project results and any recommendation that may arise from such an analysis. QUALIFICATIONS Education Masters Degree in Urban and Regional Planning, Environmental Studies, Housing Policies, Architecture, Urban Geography, local development/ management or equivalent relevant academic degree Work experience and other requirements • A minimum of ten years professional practical experience in spatial/physical/urban & regional planning (design and implementation), local development and housing policy/management • Further education and training in development studies, environmental planning, project management and municipal administration • Experience with capacity building and institutional development at the local and central level in regional and urban planning and housing fields • Extensive professional experience in developing/ transition and European countries. A minimum of a total of 10 years and preferably a total of 15 years combined experience in these contexts. • Experience in providing advisory services to local government programmes in the capacity of team leader or municipal civil servant preferred. • Experience of cooperation with financial and technical international partners preferred • Readiness to work in a post-conflict and multi-ethnic environment • Familiarity with conditions as well as work experience in the South Eastern European Region (Kosovo) will be an advantage. • Membership of EU professional association or institute(s) will be considered as an advantage Special consideration The candidate should: • Be familiar with and loyal to the goals of UN-Habitat and the UN • Express enthusiasm and willingness to share experiences and transfer knowledge • Take responsibility and make sure tasks are fully completed • Be sensitive to gender issues and issues of concern to vulnerable groups • Be flexible and prepared to pursue goals through teamwork • Be available for the suggested schedule Language For the post advertised, excellent proficiency in spoken and written English is required. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). Travel All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general only travel costs will be accepted that do not exceed those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own Resources In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. Evaluation: Individual consultants will be evaluated based on the following methodology: Cumulative Analysis: When using this weighted scoring method, the award of the contract should be made available to the individual consultant whose offer has been evaluated and determined as responsive/compliant/acceptable and having received the highest score out of a set of weighted technical and financial criteria specific to the solicitation.
