Murder suspect arrested near UW-Parkside campus U.S. Marshals Fugitive Task Force arrested a 20-year-old man in connection with a murder in San Diego Monday near the campus of the University of Wisconsin – Parkside. Jarvis L. Starks was taken into custody with the assistance of the Kenosha and campus police departments. Starks had been charged with first-degree intentional homicide in murder of Omar Largo on Nov. 8, according to federal authorities. Starks, formerly from the Racine area, was also wanted by the Wisconsin Department of Corrections after absconding from supervision. He is awaiting extradition to California.
