My ass would have been fired for that conduct. This person has been convicted of nothing. Arrest me, hog tie me if i kick the windows; but slipping the cuffs to the front does not justify hog tie. Yet you only reprimand him for dragging this homeless woman with shorts on a concrete floor who has CONSTITUTIONAL RIGHTS. And worst of all he caused the atrophy in her legs by hog tying her. Then gave it no time to regain the use of her legs. To me this is not only a training deficiency but how white officers view and treat minorities as sub humans.
