My bill, House Bill 234, with several amendments, passed the House at close to 8pm last night. This bill is designed to clarify several issues with the Rent Justification law we passed in 2013, issues which have arisen over several arbitrations, issues shared with me by the DMHRA, which has a role in overseeing the community meetings and arbitrations tied to the Rent Justification process. The bill took weeks of committee hearings to understand and refine the bill. Representative John Kowalko offered an amendment to improve vacancy information, and Representative Ruth Briggs King offered an amendment to back out the clarification for effective date. While neither amendment passed, both addressed concerns that had been raised. The bill was contentious this week, as one of the state-wide homeowners association organizations shared their concern with the effective date wording, while a second state-wide homeowners association organization shared their acceptance of the wording, in the interest of getting the full bill passed this month. It has been a stressful issue for many people this week.
