My dear Friends and Colleagues, Conduct of events and refereeing has always been an area of criticism. The concentration of decision making in a few hands always generates suspicion. In view of above, TFI Circular-21 has been amended, thereby expanding the Zonal Committees. Zonal Committees shall be responsible for proper conduct events in the respective zones. Zonal Committees will, henceforth, comprise of 7 members with Zonal Technical Committee Member of TC as its chairman. It will have two appointed sub-committee members and 4 elected members, two (2) International Referees and two (2) National Referees. The election of 4 Referees as mentioned above,for a period of two years, shall be conducted as under: Election of Referees both IR & NR shall be conducted by the active referees of the two categories on the basis of the list published by the Federation. Secretary general TFI will publish a list of IRs and Nrs who are active as per TFI Circular-24. Election shall be conducted by the following Presiding Officer (PO) and Returning Officer (RO) on 2nd or 3rd Sunday of December, 2013 positively. The date shall be decided by PO & RO in consultation with each other at the venues mentioned below: North Zone: PO: Jasbir Singh RO: SR Bhandoria Venue: Chandigarh South Zone: PO: Aji B. RO: PLN Murthy Venue: Chennai East Zone PO: Ajay Kumar RO: Prabhat Sharma Venue: Patna NE Zone: PO Raj Kakati RO: Trilok Subba Venue: Imphal West Zone: PO: VN Gaikwad RO: Peter Fernandes Venue: Mumbai / Pune Central Zone: PO: CK Sharma RO: Naresh Bhavsar Venue: Bhopal On this occasion a refresher course of two days for IRs and NRs will be conducted. Those who attend the seminar will be considered as active and allowed to cast their vote as well. The IRs and NRs, attending the Course will report on Thursday, attend training course on Friday and Saturday and conclude the session on Sunday with the declaration of successful candidates as the Members of the Zonal Technical Committee. TFI Secretariat will depute the Instructors as per the existing policy for conducting the Refresher Course. The IRs and NRs desirous of participating in the elections as candidate shall file their nomination on Saturday between 10 to 12 HRs in the morning with the Returning Officer. The Presiding Officer will check and authenticate the voter list and certify the eligibility of the candidates both voters and candidates on the basis of the Active List published by the TFI Secretariat. TFI Secretariat will Circulate a Zone-Wise List of all the active IRs and NRs and send a copy to the PO and RO by 30th November Positively. The Returning Officer will publish the list before 4 PM on Saturday of the contesting candidates. The withdrawal of nominations will be allowed before 6 PM on Saturday. Two IRs shall be elected by the IRs. Two NRs will be elected by the NRs. If the number of candidates is more than two for each category, elections will be conducted by secret ballot. Arrangements shall be made by the PO and RO for the same. Let us expand our family and add more members to handle the growing activities of TFI. Expenses on the conduct of elections, travel boarding and lodging for the PO and RO shall be borne by the Federation. Those attending the seminars will pay the fee as per existing policy of TFI.
