Dear Mr. Gouuen, I have just read that you are keen to get your governments prostitution bill passed believing, as does the Minister responsible, that you can eradicate prostitution in Canada. However, I am confused about one of your exchanges with a witness who was providing testimony to the committee studying the bill. As I understand it, there are a number of legal experts who doubt the constitutionality of the bill. They believe it breeches the section of the Charter of Rights and Freedoms that guarantees freedom of expression as the bill would make it illegal for these workers to communicate with their clients. Timea Nagy, who has worked in the industry, presented to your committee. In doing so, she recounted her devastating experience of being gang raped by three men. It was your response to her experience that confounds me. Tying the issue of freedom of expression with the rape, you asked.... You were describing a scenario where you were being raped, I believe, by three Russians. Lets suppose the police authorities would have broken in and rescued you. Would your freedom of expression have been in any way breached? When she failed to understand your question you continued... What Im saying is, you werent freely expressing yourself by being raped by three men, he said. If you were rescued, you wouldnt feel that your rights were violated. I really am confused as I am sure are thousands upon thousands of other perplexed Canadians. Perhaps you could explain your question on air or in the press so we can all better understand what was on your mind and what you were trying to get her to say, or at least what political point you were trying to make. .
