My letter to PA Senators regarding HR161 Natural Gas Pipeline Permitting Reform Act: I am writing to state my opposition to HR161 Natural Gas Pipeline Permitting Reform Act. This amendment will fast track the construction of natural gas pipelines to the point where the Federal Energy Regulatory Commission will become so overworked that they will not be able to investigate individual projects sufficiently and will approve permits without completing due process. In addition, and importantly, the PUBLIC would not be able to research and comment on all of the implications of a new pipeline being constructed in their communities. While the gas companies have staff and millions of dollars to conduct research and complete planning, the general public must find the time to do the same while working full time jobs and caring for families. Natural gas pipeline projects affect every person who has a pipeline constructed in their community. They can potentially have safety issues, contaminate water and soil (a serious problem in communities with residential wells), and emit methane and other dangerous chemicals into the air. We see news reports of accidents, leaks, spills, and explosions almost every other day. The affects of these occurrences are unknown. Gas companies have the power of eminent domain. Anyone in the direct path of a pipeline can have their land TAKEN OVER by a natural gas company, without their say taken into consideration. This can require property owners to feel the need for legal council, which most people cannot afford. This also requires more time in the already busy lives of members of the public who have had this issue thrust upon them. Thirty days is a very short extension for permitting agencies that cannot complete the process required for permitting within the time period stated in HR161. If they miss the deadline of this extension, approval will be granted AUTOMATICALLY. This is unacceptable. There are very specific reasons that permitting is required from these agencies. This amendment does not even specify the conditions under which an agency may not meet the 30-day deadline, such as requiring more information from a pipeline company, or expert opinion on concerns of the agency. This amendment has been written to benefit the natural gas industry and no one else. There is NOT an increased need for natural gas within the United States. There is nowhere for it to be used but outside the country. Thus, the gas will be exported, gas companies will make millions of dollars in profit, and the American people will pay the price with their health and safety. Do not vote yes to HR161.
