My name is Dave Vance and I am running for Ellis County Commissioner of Precinct Four. The most recognized responsibility of a county commissioner is handling road and bridge maintenance within the precinct. We can do a better job. We need to review the condition of the roads in precinct four and prioritize larger projects so residents can have an idea when improvements will be made. Everything cannot happen overnight, but we can develop strategic plans to address the issues. Additionally, a county commissioner sits on the county commissioners court and serves as the governing body for the county. Collectively we oversee the budget and make policies that affect residents in the entire county. One of the largest financial impacts we make on residents is setting property tax rates. I pledge to you that I will not vote to increase property tax rates and I will vote against any budget that does so. I believe government can do more with less just like every taxpayer has to do. One of the American dreams is to use the success and prosperity of your hard work to achieve upward social mobility. I believe you have the right to reward yourself with the fruits of your labor. By you keeping more of your hard-earned money you can spend your money freely on the things that are important to you and your family, which leads to economic growth. Additionally, you may choose to reinvest your savings into home improvements. As you make improvements, your home investment becomes more valuable. There are also additional ways we can increase funding for our county government without increasing tax rates. One example is making use of a grant program that shares state oil and gas drilling tax revenue with counties. The county only recently began looking into this program. This grant goes directly to transportation infrastructure improvements. We need to be diligent in seeking additional grant funds. I also believe that you should be provided the ability to address the commissioners’ court at a convenient time and deserve a fully transparent government. Therefore, I will push to change commissioners court meeting times back to evenings when the average daytime working resident can attend. This is your county and we represent you; we should be accessible to you without forcing you to make a decision of being involved or going to work and providing for your family. I will also push to have more information made easily available to the public prior to the meetings. As it stands right now, very limited information is provided in the agendas published prior to meetings, which is extremely frustrating. You need more information to determine if you want to address the court or your commissioner before an issue is voted on. My proposal is not a difficult task to achieve. The Midlothian city council publishes their full city council packet on the city website. They provide an excellent example of what we at the county level can do better to improve transparency. This is your government. I want you to be involved and I want you to know what we are doing. I vow to make myself available and will listen to your concerns. You may be asking yourself what qualifies Dave Vance to represent you as County Commissioner of Precinct Four. I was born and raised in Texas and moved to Waxahachie in 1994 where I graduated Waxahachie High School. I hold a Bachelor of Science in Business Management. I am the only candidate whom has attended commissioners’ court meetings on a fairly regular basis in the past two years and am the only candidate who has been involved in the Ellis County Republican Party in recent years. I served as Republican precinct chairman for precinct 106 from July 2012 until I filed for county commissioner last month. I have the business experience. I have worked for and contracted with many Fortune 500 companies where I held various positions that range from being the grunt to holding leadership and management positions. I got my first start as a computer programmer intern at Southwestern Bell, have contracted with IBM, other technology firms, companies in the telecommunications sector and the banking industry. I spend my time now as an independent sports writer for a newspaper here in Ellis County which allows me to enjoy watching the successes of our hard-working future generation. The future progress and success of Ellis County rests with you. I want to be a part of that success by working for you. I ask for your support and ask you to vote Dave Vance during the Republican primary election on March 4th. Early voting runs from February 18 through February 28.
