Mr. Bundy has not paid grazing fees for more than 20 years... what grazing fees amount to is renting the land from the government (the land belongs to US, not to Mr. Bundy). Suppose you had a tenant who refused to pay rent for years, ignored all legal efforts to collect that rent, and then threatened you with VIOLENCE if you made any effort to actually collect what was owed you? Would the tenant be a victim then?
