My opinion on CA Props 45 and 46. Im quite interested in both of these considering my experience and career in healthcare. No on 46 and 45. Prop 45 would eliminate the citizens committee established under Covered California to control rates of insurance companies participating in the States ACA program. It would put sole authority of approving or rejecting rates into the hands of the State Insurance Commissioner, an elected position that makes decisions based on contributions to campaigns. The Pro 45 camp says it will reduce premiums. The system put in place with the citizens committee for Covered California created substantial rate reductions for health insurance by encouraging competition. If you think the Insurance Commissioner will reduce healthcare insurance rates, take a look at rates paid in California for homeowners insurance and auto insurance, two areas where the Insurance Commissioner has authority to approve or reject rates by insurance companies. California has some of the highest rates for homeowners and auto insurance in the country. The citizens committee did their job effectively under the ACA and Covered California. This Proposition is nothing but an attempt to return our state to the high rates of the past, weakening the objective of the ACA. Dont be fooled. As for Prop 46, the only ones that benefit from its passage would be trial lawyers that wrote the Proposition. We need tort reform, not a system that will encourage more frivolous lawsuits, resulting in higher malpractice insurance rates that are passed on to consumers in higher healthcare costs.
