My recommendation to Damascus City Council and Mayor: We recently saw the passing of SB4029. It unanimously passed and made it lawful for citizens 1/2 mile from the city border to annex into either Clackamas County or the bordering city. As it sits, it is law. This was merely the response of the 5 year delinquency of passing a state-mandated comprehensive plan. Fortunately, it was written in the Bill that upon adopting/approving a comp plan, SB4029 will no longer prevail as the law in Damascus. The recent act of council, to me, is one of great disappointment, as a committee member and tax-paying citizen. They have decided to litigate against Governor Kitzhaber and those citizens who acted under the law to annex into another governing body. I am a proponent of remaining a city and seeing a comp plan pass. I am not in support of litigious action. As one who has supported most of the current electeds actions to move the city forward, I must make a statement that this is an overreach of city government, and the actions warrant a re-thought. When government proactively pursues legal action against its citizens, in the face of current law, theyve exercised such malfeasance as weve seen within our reckless federal government. I will continue to support most of the actions of the current council, yet condemn this illustration of ignorance. -Andy
