My response to the Federal Government and the 9th District Court of Appeals is in the Constitution of the United States, Article the twelfth [Amendment X]: The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people. Issuing drivers licenses is NOT A FEDERAL GOVERNMENT task or duty enumerated in the Constitution, nor in any Amendment since its ratification in 1787. This is a STATEs rights issue and Arizona should ignore the 9th Circuit on those grounds... PERIOD!
