My search for Rs.5/- postal stamps for the last few days in Kannur (Kerala) has given me a unique experience. There is a huge shortage of these postal stamps at Kannur for the last so many days putting the poor postal department staffs on the firing line of people and leaving hundreds of people like me unable to send mailers. I was informed that the shortage is not limited to Kannur, but across Kerala – a glaring example of the management efficiency of an important government department! Frustrated and disappointed, I informed the media houses and requested them to highlight this issue so that the issue is resolved expeditiously. Delving deep into the issue, one should ask why did such an important issue happen and continue for so many days in a department which is managed by officers (Indian Postal Service) selected though the ‘prestigious’ Civil Services Examination. Can such an issue which causes great inconvenience to the customers continue for such a long time if it is a corporate house? Surely it cannot. If at all that happens, the managers will be fired at the first instance. Many a time, officers of the IAS and IPS and IFoS are given concession for their omissions and commissions because they had to genuflect before their political masters and do (or not do) things even when their conscience asks them to do otherwise! And that is understandable. But where does the question of political interference come in the matter of stamps? It is simply a matter of efficiency of the department, unless there is a clear policy decision from the government to stop printing postal stamps! Unfortunately, such important issues of efficiency and quality (which distinguishes our country from the developed countries) never become a talking point in our elections. Our elections mostly get dominated by scams, reservations and molestation! We cannot get what we do not deserve, can we?
