My understanding is that most of these houses are in places like Detroit or smaller towns that are depopulating. Without sounding like I want to ship all the homeless people out of town... I wonder if there would be a way to offer families and anyone who is houseless a home in one of these places, give the banks a write-off for the loss and start to repopulate these places, with the influx of new people there will be the need for services, etc. and new jobs. Kinda like when there was the "need" for more people to settle the West and people were allowed to come out and homestead a piece of property. Makes mlre sense than just letting all these houses needlessly become dilapidated.
