NAACP I, Goldie Ozabuki am writing to you as a member of the Afro-American community concerned about the ongoing epidemic of unjustified police shootings of Afro-Americans and other problems afflicting our community. I am pledging along with the NAACP nationwide to be part of moving from a MOMENT TO A MOVEMENT ignited by the Ferguson, Missouri shooting in effort to combat racial injustice. To that end I offer the below proposals for Police reform for your consideration and review. In addition, in the future I will pledge my monetary support to the NAACP and encourage others to do so if the NAACP can learn to start promoting self-determination as the primary answer to most of the problems afflicting the Afro-American community. Please review these proposed guidelines for some badly needed police reform on a Federal level. Of course, others may add their suggestions to this list to make it more complete. INTRODUCTION EFFECTIVE GUIDELINES FOR POLICE REFORM Purpose: To force the political system to strip away excessive powers from police nationwide and make them more accountable to the taxpayers, because after all they are supposed to be PUBLIC SERVANTS TO ALL OF US! Stategies: I.) We must pursue these and other police reform guidelines with maximum pressure to include economic boycotting, if necessary! II.) We must align with the similarity affected Latino community and incorporate the assistance of right thinking influential caucasians to force enactment of these guidelines on a Federal level. III.) Combined the Afro-American and Latino communities comprise about 32% or more of the national population and much higher in some areas. Their combined threat of economic boycotts of white businesses and their new found organized efforts for proportional political representation on city councils, state legislatures and police forces nationwide should be the strategy to force the establishment to acquiesce to our demands of police reform. Effective Guidelines for Police Reform 1) Automatic termination for falsication of a police report. 2) Automatic termination for involvement In Police misconduct. 3) OUTLAW SHOOT TO KILL POLICY to neutralize a violent threat; instead revise policy mandating use of less lethal means to neutralize threat where possible. 4)OUTLAW POLICY TO SHOOT at FLEEING SUSPECTS, unless suspect is an escaped convict convicted of a major violent crime. 5) Require WITHIN 24 HOURS A COMPLETE REPORT of all officer involved shootings and other uses of force. 6) Demand media change the way it reports incidents involving Police and citizens; such as Police said, versus a citizen claims. Demand the narrative change to Police said, and citizen said, or Police claims and Citizen claims, so as remove this intentional bias reporting in favor of the police. B) Outlaw media reporting of any criminal background of a victim of police shooting or excessive force and or require full disclosure of the police record/criminal background of the police officer involved. 7) Demand law making it legal for citizens to take pictures of law enforcement officers engaged in potential misconduct and not have to surrender such evidence before contacting an attorney. 8) Demand modification and expansion of the federal violation of civil rights statue to allow: A) a more reasonable burden of proof. B) to allow a the Justice Dept. to take over criminal investigation and prosecution of a case involving a victim of color wherein theres a clear history of racial bias against his or her race by the justice system and society in that locality. 9) Strengthen the powers of local Citizen Review Boards allowing them the power to POLICE THE POLICE! 1) Require national law giving a qualified Citizen Review Board complete authority and control of all police officer misconduct investigations; since its a proven fact of human nature police will never honestly police themselves. 2) Require national law giving CRBs the LEGAL POWER to PUNISH POLICE OFFICERS for their misconduct based on the findings of the Citizens Review Board instead of it just making recommendations that are seldom followed by police chiefs. 10) Demand federal law allowing for public disclosure of any police officer or other public servants disciplinary record as it pertains to any misconduct involving his/her interactions with a citizen. 11) Demand nationwide revision of police officers bill of rights to strip away their excessive protections that allow them the opportunity to cover up and get away with police brutality and other misconduct and therefore make them more accountable to the taxpayers. 12) Demand automatic SUSPENSION OF any OFFICERS USING any RACIAL SLURS.
