NATURAL DISASTER SHOULD BE THE KEY DEVELOPMENT FOCUS FOR ODISHA GOVT. Here is an instance of low awareness of Govt of Odisha on disaster. State Govt and Central Govt allotments on various development projects are consuming at least 50% of total allotment in repairing and constructing new infrastructures and machines etc. It is happening because of low maintenance and disaster effects. Every year infrastructure has been consuming maximum expenditure of its budget. A state poor in designing and maintaining its basic infrastructure for development is definitely a huge concern. RESCUE and REHABILITATION is definitely important work . But at the same time a sustainable approach in addressing natural disaster is also a very important. Therefore it is suggested that Govt should look into environmental aspects very seriously and keep disaster at the core of its development plans so that sustainable aspects of the development, food and livelihood security, education, health etc can be improved in right direction. Those aspects will get more budgetary provisions if systemic line of thought orient around the Disaster as the key issue.
