NATURE OF INCIDENT: Endangering the welfare of Children IRC NUMBER: 140108345 DATE: 06/02/14 TIME: 1713 LOCATION: N Fulton street PERSONS INVOLVED: LEONARD, Shakana...24 yoa…N Fulton St, WB…(Formerly from Newark, NJ) INCIDENT DETAILS: Officers were detailed to the area of North Fulton street for a report of an approximately 20 month old toddler wearing a tee shirt and diaper wandering the street alone. No parent was initially located so officers took protective custody of the child and summoned Children and Youth to the scene. Approximately 70 minutes after the child was found wandering around, LEONARD approached officers and identified herself as the mother of the child. She was unaware that the child had left the residence. She realized the child was missing after someone finally recognized the child on the street and told her the child was outside. She was informed her child was in protective custody and the incident was being investigated. LEONARD became belligerent and demanded the child back. Eventually, LEONARD was arrested, transported to headquarters and charged. She was taken to LCCF for overnight arraignment. Children and Youth eventually released the child into the care of the childs godmother.
