NEAR THE REAR OF LINCOLN PLAZA PERSONS INVOLVED: Arrested - Robert White S Mountain Blvd Mt Top INCIDENT DETAILS: Officers, on routine patrol on S. Wilkes-Barre Blvd., near the rear of Lincoln Plaza, observed a male jay-walking in the roadway. The male was dressed in dark clothing, wearing dark sunglasses, and walked into the path of a vehicle in motion in the northbound lane. The male slowly walked out of the roadway and was contacted. He was identified as Robert White. White appeared intoxicated with red/glassy eyes, a staggered gait, an odor of an intoxicating beverage on his breath, and an exaggerated nystagmus in his eyes when given a HGN test. White was belligerent to officers on scene and was placed under arrest due to him annoying persons within his vicinity and being a danger to himself to remain in public. White was then transported to police headquarters, where he was temporarily detained and issued a citation for Public Drunkenness. LTSO488
