NAVAJO RANGE LAND ACT – AGRICULTURE Enforce the existing grazing and land laws. Until these laws are enforced the Navajo Nation cannot determine what is prime utilized grazing and farming (agriculture) lands. Once this determination is made, the lands not suitable for agriculture use can be designated as economic, housing, and infrastructure empowerment zones. On the proposed Range Land Improvement Act: just because the NN is negligent in enforcing agriculture and land laws does not mean it cancels all grazing and farming permits. The grazing and farming officials have to be empowered and funded through the Code of Federal Regulations (CFR) (the red book).The Division of Natural Resources’ Plan of Operation has cease and desist authority which is not used to help agriculture officials. Home site lease dispute procedures are weak. Trespass issues are not enforced. Unused grazing permits are not being used constructively at the community level. Forage carrying capacities for grazing have not been adjusted since 1940. Livestock in right of ways are a danger: our people have lost loved ones because of irresponsible livestock owners. Let the Navajo Nation do this before it cancels all agriculture permits Grazing Permits were ready to be reissued to Navajo Partitioned Lands, why haven’t they? And now all grazing permits are to be cancelled before they are even reissued. Grazing and land use rights are being violated. I do not support the Proposed Range Land Act. Why haven’t we opened Big Boquillas for our People to use? I will open Big Bo for Navajo Grazing Management and deferred grazing from Navajo lands. I will open up small scale farming plots even 1/8 of an acre so families can grow crops, this is how we can increase funding through the USDA by justifying family farming. Look at Mexico, the lands there are more arid and dry then the Navajo land, yet they are producing produce we buy every day and during the winters. We read President Shelly is in Israel with his staff looking at celery, and wining and dining with Robert Redford saying “no horse round ups” while his staff are accused of stealing prized pedigreed horses. People, this has got to change.
