NCTC Chief: ISIL Wont Carry Out Large-Scale Attack in US Fierce Homeland Security (09/08/14) Rausnitz, Zach During a discussion at the Brookings Institute on Sept. 3, National Counterterrorism Center Director Matthew Olsen said he does not believe that the Islamic State could carry out terrorist attacks on the U.S. on the scale of the Sept. 11 attacks. The real danger is more small scale attacks such as mass shootings that returning American members of the Islamic State might carry out on their own or at the direction of the organization, Olsen said. An example of such an attack, Olsen said, is the one that took place at a Jewish museum in Belgium in May. The attacker in that case was a Frenchman who is thought to have joined the Islamic State before carrying out the attack. Olsen also noted that Abu Bakr al-Baghdadi is a similarly ambitious and grandiose figure as Osama bin Laden, and that his group wields great financial resources and a sophisticated Internet propaganda apparatus. However, he noted that the group is far from invincible.
