**NEW CHANGES FOR THE NEXT FISCAL YEAR** Tuition Assistance (TA) - As of 1 October 2013, TA may be available on a limited basis and eligibility may be tied to time in service and perhaps rank. DA message forthcoming. NCOER - Three separate NCOERs are being staffed. Tactical (SGTs & SSGs), Organization (SFCs & MSGs/1SGs), and Strategic (SGMs & CSMs). QMP Changes - As of 1 October 2013, Soldiers will no longer be retirement eligible to be screened for QMP separation from the Army. DA message forthcoming. Retirement Submission - As of 1 October 2013, Soldiers will be allowed to submit for retirement 2 years out from retirement date in order to stabilize a Soldier from PCSing once retirement is approved. DA message forthcoming. ETS up to one-year early - Soldiers assigned to units (12 BCTs) that have been identified to deactivate will be allowed to ETS up to one-year earlier, if desired. DA message forthcoming. ETS up to 90-days early - Soldiers that have solid job offers will soon be able to request to ETS up to 90-days early.
