NEW EMPLOYMENT OPPORTUNITY Position Title: Cost Estimator Department: Operations MCT Reports To: Commercial Contracts Manager Skill Level: Int. to Sr Purpose & Key Accountabilities: Determining project costs, timelines and project revenue taking into account factors such as labor costs, material costs, equipment rental, manufacturing locations and lead times, facility costs, and the required permits and or licensing. Responsible for the coordination and tracking of correspondence, material, equipment, contracts, progress and extra work. Will have an understanding of the estimating process and a genuine desire to participate in the preparation of cost estimates and cost risk analyses. Duties & Responsibilities • Manage the development of estimations within the respective functional disciplines. • Oversee and participate in the development of various types of estimates from conceptual estimates for proposals and early conceptual studies, to detailed estimates for on-going projects., including contract changes • Provide guidance on services, procedures and methods for the timely and accurate response to client, project management, departmental and company requirements • Review tender documents to determine scope of work • Review and analyze job actual costing vs. bid and appropriately modify estimate library for future bids. • Develop proposals and successful bid strategies • Coordinate internal and external resources to support bid development (incl. constructability/budget development) • Review proposal specifications and drawings to determine scope of work and required contents of estimate • Participate in pre-bid meetings, bid strategy and presentations as requested, including site visit meetings • Oversee the preparation of estimates by calculating complete takeoff of scope of work • Review design options and recommend best solutions based on cost, engineering quality, or availability of materials, as required • Oversee the maintenance of files of working documents as back-up for estimate figures, including current information on prices from suppliers • Participate in bid reviews • Communicate estimate specifics to operations and all key support departments (supply chain, finance, HR, IT) upon contract execution. • Remain involved in projects to help maintain the profit margins and to handles any changes in the original estimates • Responsible for creating cost monitoring processes that allow the company to track profit or loss for each project • Responsible to maintain excellent relationships with Site Managers, external vendors and clients to ensure that the bids are submitted competitively , accurately, and on time • Responsible for maintaining the current Union labor rates cost sheets for RFP’s • Refers to real labor costs and material costs for completed products to help create an estimates • Works closely with the Contract Manager, project supervisor and General managers to ensure the project meets all financial and regulatory guidelines • Other duties as assigned and as may be amended from time to time to meet company/organizational objectives. Qualifications Experience: • Three to five years experience relating to project estimating, including field & site expereience • Heavy Construction (earthworks) or Mining experience preferred • Extensive knowledge of a variety of estimating methods and techniques. • Significant knowledge of all project management functions, contract administration, procurement, material control, economics, accounting, labour laws, contract and legal matters. • Capacity to determine program objectives and requirements and to develop standards and guides for diverse technical or administrative activities. • Proven ability in using estimating software Education: • Engineering Technology Diploma or Engineering degree or equivalent experience relating to estimating • Construction Management • Project Management is an asset Working Conditions – work in an office setting and outdoors. Some overtime may be required on occasion.
