NEW GAO REPORT SAYS U.S. NOT FULLY PREPARED FOR NUCLEAR TERRORIST ATTACK; NOR LARGE-SCALE NATURAL CATASTROPHE. One of the biggest issues is lack of coordination between Federal Agencies. The GAO’s conclusions shouldnt surprise anyone simply because DHS does not have the legal authority to compel other agencies to take action. This alone is one of the biggest issues that doesnt have a quick fix and will require extensive coordination and willing cooperation across many federal and state agencies. Unless something is handed down at the President or Vice President level it will be difficult to make any progress or show a significant impact. Furthermore, a municipality by municipality response plan will need to be implemented, adopted, and practiced for maximum effectiveness.
