NEW ROLE President Sata has created a new office of PERMANENT SECRETARY for STATE HOUSE.we ask,what inefficiencies has he noticed with the available STATE House structure and human Resource?what jobs were not being done properly to warrant another office or is it another way of rewarding his inner circle?We have learnt that government has no money but the government is growing slowly,very soon the salary increament effective this september will consume 70% of our budget revenue which currently stands at 49% of our budget for personal emoluments.
