NEWS RELEASE AUGUST 15, 2013 Calixto lauds SPD for Oplan Baclaran Pasay City Mayor Antonino “Tony” Calixto expressed the full support of the City Government for “Oplan Ligtas at Maayos na Baclaran (LMB)” of the Sothern Police District (SPD), a special program of action to curb criminality in the Baclaran area which straddles Pasay and Paranaque cities. “With this program of the PNP, we are hoping that the crime rate in Baclaran will be reduced significantly. The local government of Pasay will fully support our police in terms of facilities, equipment, and technical assistance,” Calixto said during the 4th Coordinating Conference on Police Integrated Patrol System (PIPS) held at Pasay City Hall on Wednesday wherein the Oplan LMB was presented to Metro Manila Police Chief Supt. Marcelo Garbo Jr. by the SPD. Calixto thanked Garbo for coming to Pasay City Hall saying that the NCRPO chief’s presence was proof that the police service is serious in its campaign to significant clamp down on crime in the Baclaran area. The area of the operation of Oplan LMB covers the area that starts from LRT Pasay Station all the way to Redemptorist Road and the vicinity of Baclaran Church including the portion of Roxas Boulevard both north and south bound. “Ang pagkabilang ng Pasay-Baclaran area bilang isa sa limang crime-prone areas ay patunay lamang na kung saan ang mas maraming tao, mas maraming kriminalidad na nangyayari. Umaasa po kami na ito po ay masosolusyunan ” Calixto said as he also thanked Garbo for the additional policemen he deployed in Baclaran. Police Sr. Supt. Billy, Beltran, Chief District Directorial Staff, in his presentation showed that the most prominent crimes in the area are theft, robbery, physical injury and budol-budol. Data from the SPD showed that the total crime statistics of Pasay from January-July is 133: theft, 64; robbery, 40; carnapping, 3; budol-budol, 2; shooting,3; stabbing, 5 and; mauling, 2 while in Paranaque City a total 573 was recorded: theft, 220; robbery, 268; carnapping, 7; budol-budol, 35;shooting, 0; stabbing, 0 and; mauling 43. “When we talk about Baclaran, the public should remember that part of it is Pasay while the other part, including the church, is Paranaque. Even as the statistics from the police showed that we have lower crime rate compared to Paranaque, I still directed Pasay Chief of Police Sr. Supt. Rodolfo Llorca to strengthen their campaign in reducing the crime rate by 50 percent and that Pasay City Police never to be reluctant. We should serve our people by protecting them and making them safe all the time,” Calixto said. For his part, Llorca said that there is a continuing dialogue with the vendors association and security personnel of business establishments in Baclaran. “We are coordinating with the mall owners so that we can deploy uniformed and non-uniformed police because we are not only focusing on street crimes but even petty crimes inside the shopping malls like shoplifting and pickpockets,” Llorca said. The Oplan LMB also include the creation of Task Force Baclaran to ensure uniformity of actions and continuous efforts to pursue the mission. Calixto also said that he assist the PNP in the construction of a new Police Community Precinct (PCP) in the vicinity of the footbridge along service road of Roxas Blvd. which is the boundary of Pasay and Paranaque. “Lahat ng PCP sa Pasay ay inaayos at ginangawa natin upang matakbuhan ng mga mamamayanan sa bawat barangay,” the Mayor said as he vowed to refurbish all of the 18 PCPs of Pasay. Just last month, Calixto donated to the PNP a new PCP located along Taft Avenue. Meanwhile, Beltran said that SPD district director P/Chief Supt. Jose Erwin Villacorte wants to transform Baclaran into an orderly place to prevent it from being the breeding ground of crimes. “Meron trayong mga operatives na hahabulin ‘yung mga nagtatago doon sa Baclaran, yung mga repeat offenders. Meron kaming police visibility to deter crimes, meron ding detectives to go after crimes,” Beltran stressed. Oplan LMB also include deployment of beat patrol, checkpoint, tactical motorcycle unit, detective operations, partnerships with local government units and non-government organizations, among others.
