NEWS RELEASE July 18, 2014 In Central Luzon, DOLE prepares TUPAD emergency employment for calamity victims City of San Fernando – As tropical storm “Glenda” (RAMMASUN) continues to makes its way out of the country, the Department of Labor and Employment (DOLE) Regional Office No. 3, as early as Wednesday, has coordinated with its different Fields Offices all over the region in mobilizing its emergency employment program for marginalized individuals/families affected by the typhoon, says DOLE regional director Atty. Ana C. Dione. In a text message she received from Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, all DOLE regional directors are instructed to facilitate the Department’s emergency employment program, the TUPAD, otherwise known as the “Tulong Panghanapbuhay para sa Ating Disadvantaged Workers.” “Upon receiving a text message from our DOLE Secretary at the wee hours of July 17, I have personally instructed and dispatched our DOLE Regional and Field Office heads and personnel, through an emergency MANCOM Meeting, to do the necessary undertaking in coordinating with their respective national and local government unit counterparts in gathering reports in identifying calamity victims whom we could provide our emergency employment,” Dione said, adding: “We have also have coordinated with the Central Luzon Regional Disaster Risk Reduction Management Council (CL-RDRRMC) to provide us periodic updates of its Regional Situationer Reports (SitReps) to assess possible damages to the region’s infrastructures, agriculture, businesses, and individuals/families brought by TS Glenda.” Based on CL-RDRRMC’s Situationer Report No. 7, as of July 17, 2014 at 6AM, around 2,652 families covering 10,959 individuals from 89 barangays were affected by the calamity, of which, 2,458 families covering 10,071 individuals were brought to 70 evacuation centers. Reported casualties on the other hand include four (4) deaths and eight (8) injuries. About 311 houses were totally or partially damaged in the provinces of Bulacan (284), Zambales (17), and Bataan (10) while damaged crops (banana, cacao, cassava, corn) in Dingalan, Aurora were also reported. As of press time, the DOLE Field Offices are currently coordinating with the different local government units, through its Public Employment Service Offices (PESOs) in identifying heads of households representing the marginalized sector who could be part of the said emergency employment program. TUPAD is the DOLE’s flagship emergency employment program under its DOLE Integrated Livelihood and Emergency Employment Progam (DILEEP) where identified beneficiaries, who will be given emergency employment, will be performing community works such as cleaning of roads, canals, and drainages at the region’s prevailing minimum wage rate of P336.00 per day for 5 to 10 days. Earlier this year, the regional office announced that it has budgeted P32,425,120.00 for the implementation of the TUPAD under the Special Program for the whole region which will cover wages/salaries, personal protective equipment (PPE), and insurance for its selected beneficiaries.
