NEWS UPDATE AT 3PM WITH ORANGE President Museveni has agreed to pull out UPDF’s elite combat units from the war-ravaged South Sudan. Museveni, who had earlier maintained that he would not allow UPDF soldiers to vacate the area until a substantive joint force under IGAD is deployed as a buffer zone between the rebels and SPLA forces said he agreed to withdraw the army on one condition that Machar and his rebels practically respect the agreements signed especially on Cessation of Hostilities and committing to an inclusive political solution. The presence of UPDF in South Sudan has been one of the sticky issues forwarded by the rebels before they could cease fire or sign agreements. A 15-year-old boy who was in April attacked by a stray hyena from Lake Mburo National park in Kiruhura District has died. Enoch Rwagemu who had been treated from the wounds inflicted on him by the hyena after it bit off his hand succumbed to acute malaria. This is not the first time game animals have attacked residents outside the protected areas. Early this year, stray elephants killed three people in Oyam district. The army has dismissed allegations that a Capt. John Bosco Lutwama a retired soldier charged with conspiration to attack kabamba barracks died of torture. Ankunda says Lutwama succumbed to pneumonia while in detention. President Salva Kiir and rebel leader, Riek Machar have agreed to put a permanent end to the war in South Sudan. Machar and Kiir have agreed and committed before IGAD leaders who included President Museveni that they would expedite consultations and dialogue within 60 days to form a “transitional government of national unity. The unity government is expected to include the opposition and other eminent South Sudanese. However, Observers suggest the issue of inclusivity is likely to stoke tensions during the formation of a new cabinet.
