NHRC TRAINS POLICE PERSONNEL The National Human Rights Commission (NHRC) will on September3, 2014,commence this year training of Police personnel to further acquaint them with human rights component of policing in line with the international best practices. The Executive Secretary of the NHRC, Prof. Bem Angwe, who disclosed this in Abuja,yesterday noted that the Commission would continue to train Police officers on Fundamental Human Rights as contained in Chapter 4 of the Constitution of the Federal Republic of Nigeria, 1999, Convention Against Torture (CAT) and other human rights instruments which highlight international human rights standards in policing. The scheduled training according to him is a continuation of the exercise carried out in 2013 where the Commission trained officers in Edo, Kaduna, Benue, Imo, Ekiti and the Federal Capital Territory. He said over 600 Police officer will benefit from the current phase of the training covering Gombe, Akwa Ibom, and Minna Police Commands. Other Police Commands to benefit from the training are Calabar, Sokoto and Lagos. Prof. Angwe further hinted that the training would cover issues like fundamental human rights guaranteed by the Constitution and international instruments including “rights of suspects to be treated with dignity” and “respect and proportionality in the use of force during arrests and while monitoring protests”. Besides, he said the training of officers on human rights was part of efforts by the Commission and the Police to proactively address the frequent incidents of human rights violations in police operations across the country. He said Commission has developed a comprehensive training manual which will be used for training in Police colleges throughout the country..
