NORECO 2 ANNOUNCEMENT >>>NORECO II would like to reiterate to its member-customer-owners (MCOs) that the cooperative is solely responsible for the construction, operation and maintenance of its electric distribution system within its coverage area. This includes the construction of secondary extension lines. And so, NORECO II is mandated to conform to the standards set by the regulatory agencies. To ensure that the standards are met, NORECO II shall take on all the distribution line construction works up to the end-users’ connection point. However, in the event that the workforce of the cooperative cannot tackle such construction or cannot meet the timetable set due to an existing engagement, line projects subsidized by government agencies, local government units, private companies or private individuals may be sub-contracted by the cooperative to licensed contractors who have the experience and track record on distribution line construction. Consequently, if the distribution line project is sub-contracted, NORECO II shall inspect the construction work to guarantee that it is at par with the standards laid out. And if it is, a certification for inspection, completion and acceptance shall be issued prior to the energization of the line. Additionally, a memorandum of agreement (MOA) stipulating the details of the project and the responsibilities of all parties shall be entered into preceding any construction work.
