NY Attorney General busts two illegal puppy sellers: Stephanie Arcara of Buffalo, NY and Carissa Seaman of Cleveland, NY December 15, 2013 A Buffalo woman who posed as a puppy breeder has been permanently barred from selling animals or becoming a licensed pet dealer, the state attorney’s general office said. Stephanie Arcara is a confessed “puppy flipper,” according to Attorney General Eric T. Schneiderman. She bought puppies advertised on Craigslist, then sold them to buyers in the Buffalo area. She kept the puppies in her home, although she was not a licensed pet dealer, and misrepresented herself as a breeder when she had acquired the puppies on-line, he said. Carissa Seaman, pictured below, illegally resold more than two dozen puppies in one year. Schneiderman said she bought them on Craigslist or got them for free and kept them in poor condition without veterinary care.
