NYC to BRGYs: YOUTH FUNDS NOT FOR SUMMER OUTING Monday, 10 March 2014 10:29 The National Youth Commission, as the voice and advocate of the Youth, urges the barangays to use the Sangguniang Kabataan (SK) funds responsibly, dutifully and solely for youth development purposes. We implore all barangays to make judicious use of the 10% supposed SK funds intended for meaningful youth programs. Bawal ang mga infrastructure programs dito o ang summer outings. Nakita natin na dati, maraming nagsasayang sa pondong pangkabataan upang mag-lakwatsa lamang o gumawa ng sandamakmak na epal signages.” says Undersecretary Leon Flores III, Chairman of the NYC. NYC avers that temporarily, even without the SK, it is still the government’s mandate to provide avenues for youth participation and development. Republic Act 10632 otherwise known as “An Act to Posptone the Sangguniang Kabataan Elections on October 28, 2013” was the first law passed by the 16th Congress in 2013. With the said postponement, there are currently no SKs in the barangays. The Commission on Elections (COMELEC) and the Department of Interior and Local Government (DILG) recently released the Implementing Rules and Regulations of RA 10632 which sets clear guidelines on the utilization of the SK funds and the creation of a Task Force on Youth Development at the barangay level. According to Section 2 of the recently finalized IRR, SK funds shall be allocated exclusively for (1) Youth Development Programs and Projects such as, but not limited to Capacity-Building (e.g. Leadership Training/Youth Camp Program, Employability Skills Training Value Formation, Citizenship/Nation-Building Seminar), Health Services and Adolescent Reproductive Health Program, Out of School Youth Programs, Socio-Cultural and Sports Development, Disaster Preparedness and Climate Change Adaptation and other similar youth-related development programs and projects; and (2) Conduct of SK elections provided that 10% but not less than Ten Thousand (Php10,000) Pesos shall be reserved in the event that SK election will be conducted. “Magimplment na lang sila ng mga programa ng DepEd at NYC tulad ng Abot Alam kung saan tinutulungan ang mga Out-of-School Youth (OSYs) o mga programang pangkalusugan upang matugunan ang dumaraming kaso ng mga batang ina at mayroong HIV/AIDS. Yung capacity-building na budget ay hindi dapat gamitin para lamang sa lakwatsa o junket. Dapat may konkretong natututunan ang kabataan at kumuha sila ng mga resource persons o facilitators na magagaling. Puede silang makipagpartner sa mga NGOs or civil society groups tulad ng Jaycees, Rotary, Knights of Rizal, etc.” Chairman Flores adds. The IRR also installs the Chairperson of the Youth and Sports Development Committee in the barangay and in mandating the Barangay Task Force on Youth Development to create a Barangay Youth Development Plan. The IRR was finalized after a series of consultations among the Commission on Election (COMELEC), National Youth Commission (NYC), Department of Budget and Management (DBM) and the Department of the Interior and Local Government (DILG) National Barangay Operations Office (NBOO), Legal and Legislative Liaison Service (LLLS) and its regional offices. Chairman Flores reminded barangays to comply with the law. “Violators of RA 10632 will be meted with a complaint to the DILG. We encourage youth organizations and youth groups at the grassroots to help us monitor the use of youth funds and to engage their barangays meaningfully through the Task Force. The NYC finally clarifies that the SK has NOT been abolished. According to RA 10632, there will be an election late this year or until early next year to give time for Congress to pass a legislation that will reform the institution. Should Congress fail to enact such reform law, according to RA 10632, SK elections will still be held using the old system. As of this writing, the Senate has already held several Committee hearings on the Local Youth Development Bill or SK Reform Bill.
