Dog-whistling is a manipulative public relations technique whereby words, phrases and statements that are infused with prejudiced stereotypes, fear and frustrations are deployed so they will be heard by those attuned to listening to such emotive propaganda. In other words, Key was being slyly racist by implying that Harawira had essentially gone AWOL, a claim NZs PM has made before about the Mana Party MP, without producing any documentary evidence.
