Nando intensifies into tropical storm The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said Monday most parts of Luzon including Metro Manila will experience cloudy skies with light to moderate rainshowers in the next 24 hours. This, after tropical depression Nando intensified into a Tropical Storm as it continues to move in a northwest direction. PAGASA defines a tropical storm as moderate tropical cyclone with maximum wind speed of 64 to 118 kph. Weather Forecaster Fernando Cada said as of 4 p.m. Monday, Nando (international name Kon-Rey) was at 270 km east of Casiguran, Aurora (16.8°N, 125.0°E) packed with maximum sustained winds of 65 kph near the center and gustiness of up to 80 kph. It is forecast to move northwest at 15 kph, Cada said. It is expected to move out of the Philippines by Thursday afternoon and move to Taiwan. He added Nando was not expected to to make landfall in any part of the Philippines. Cada said that Public storm warning signal number 1 (30-60 kph winds)was hoisted over Batanes Group of Islands, Cagayan including Calayan , Babuyan Group of Islands, Apayao and Isabela. Cada also said Nando was expected to enhance the Southwest Monsoon which will bring light to occasionally heavy rains and thunderstorms over Metro Manila and the rest of Southern Luzon. However, Cada said Nando enhanced the southwest monsoon but not as strong what tropical storm Maring did. PAGASA said Nando may bring rain of 10 to 20 mm per hour (moderate to heavy) within is 400-km diameter. Tropical storm Nando is forecast to be at 160 km Southeast of Basco, Batanes by Tuesday afternoon, and 160 km North of Basco, Batanes by Wednesday afternoon. By Thursday afernoon, it is expected to be at 420 km North of Basco, Batanes or at 20 km East of Northern Taiwan. PAGASA said that sea travel is risky over the eastern seaboard of Central and Southern Luzon. PAGASA also said that the provinces of Isabela, Apayao and Cagayan including Batanes, Babuyan and Calayan group of islands will have rains with gusty winds with moderate to rough seas. It added that Bicol Region, Mimaropa (Mindoro, Marinduque, Romblon and Palawan) and the province of Aurora will experience cloudy skies with moderate to occasionally heavy rainshowers and thunderstorms which may trigger flashfloods and landslides while the rest of Luzon including Metro Manila will have cloudy skies with light to moderate rainshowers and thunderstorms. The weather agency said Visayas and Mindanao will be fair weather with partly cloudy to cloudy with isolated rainshowers or thunderstorms. PAGASA also said that moderate to strong winds blowing from the southwest to west will prevail over Luzon, Visayas and eAstern Mindanao. The coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the south to southwest with slight to moderate seas. The weather agency also issued a gale warning as strong to gale force winds associated with the surge of Southwest Monsoon enhanced by Tropical Storm Nando to affect the eastern seaboards of Central and Southern Luzon. "Fishermen and other small seacrafts are advised not to venture out into the sea while larger sea vessels are alerted against big waves," it said. (PNA)
