Napolitano laid the blame squarely on the “phone and pen” of the president and his election year promise in 2012 of deferred deportation for juveniles. That promise – a pander aimed at securing the Hispanic vote — “also sent a signal to the people of South and Central America, ‘send your children here and they won’t get deported, then you’ll have an excuse to come here to be with your children and you won’t get deported,.’” Napolitano said. “The president has taken an oath to uphold the law,” Napolitano said. “He has some leeway in enforcing the law, but when what he does prevents the law from being enforced, when he does the opposite of what the law says, he’s not doing his duty.” And the ramifications are huge, Lynch said.
