Narendra Modis view that hype pressurises govt to deliver is valid. Our bureaucracy in normal times is dysfunctional. Pressure forces delivery. Hype generates political pressure & public demand. But hype has limits due to law of diminishing returns. We need sustained delivery. If we make local govts strong & accountable, both political pressure & public demand will be sustained. Authority will be accountable. 73rd & 74th Amendments failed because of over structured & underpowered local govts. Transparent transfer of money will force delivery. Government of India transfers ₹778,000 cr to states this year. If 1/6th of it is given directly to local govts, it will be ₹1000 per head & people see it. All Swachh Bharat Mission can be delivered in 5 years with such annual transfer. Clear program & monitoring & accountability will force delivery. Restructuring government, fusing authority with accountability, proper incentives & public participation will sustain pressure and ensure results.More of the same & massive campaigns & hype are not enough. Delivery must become the norm, not seen as exception in select areas. Now all public pressure is on state & centre. They cannot make the inert & unresponsive bureaucracy deliver. Hype is a shortcut for a time.Effective & accountable local govts will put pressure on local bureaucracy & public pressure will be sustained. Delivery will be the norm.
