National Assembly Majority Leader, Aden Duale, is expected to table before Parliament the Bill seeking to pull Kenya out of the Rome Statute that created the International Criminal Court (ICC), on Thursday this week. This is after the Uhuru/ Ruto’s Jubilee wing of both Houses successfully approved the introduction of the Bill within 30 days, during the last special sitting. Speaking yesterday from The Hague where he accompanied Deputy President, William Ruto, Duale noted that the one page Bill was in draft form and would be ready for presentation to Parliament on Thursday. However, the introduction of the Bill will be the beginning of the longer days for Justice Phillip Waki, former KNCHR Chair, Maina Kiai and his successor, Florence Jaoko, as Uhuru/ Ruto’s Jubilee wants them investigated. In the Bill, Duale wants Phillip Waki, who chaired the commission investigating the PEV, to reveal the identity of the 14 other suspects in the secret envelop he submitted to Koffi Annan, as well as action taken against him for overlooking the President and submitting the envelop directly to Annan. On the other hand, Uhuru/ Ruto’s Jubilee wants Maina Kiai and Florence Jaoko investigated for submitting different reports from KNCHR to ICC, where one of the reports implicated Uhuru Kenyatta and William Ruto while excluding some names like that of former PM, Raila Odinga, as prime suspects.
