National Democratic Teachers Front 24th January, 2015 AN OPEN LETTER TO ALL TEACHERS FROM DR. A.K. BHAGI Dear friends, Encouraged by your positive response to my candidature for the DU Executive Council I write this open letter to seek your support and and to share my approach on some issues. My first and foremost effort would be towards expeditious regularisation of ad hoc teachers. Owing to deliberate policies of the vice chancellor and absence of an effective resistance during the last 6 years, in fact active collusion of one prominent group, almost 50% of total teaching strength was forced into ad hoc positions. It was due to ndtfs intervention that the UGC sent a directive to universities to complete the regularisation process before the beginning of 2015-16 session. DU authorities are still dilly dallying. The ndtf has again taken up the matter with the ugc to send a similar directive to all colleges. While regularising two factors must be observed all ad hoc teachers with long experience be regularised and GOI guidelines on reservations must be followed. Since the issue of roster is under judicial review, and the court has allowed to continue with appointments, the interests of those already selected must be protected under all circumstances. Another issue which has been exploited by vested interest groups is the issue of Contractual Appointments in BHU. On behalf of my group I categorically assure you that contractualisation shall never be allowed in DU. In many universities and colleges outside Delhi, including BHU, it is a practice over the years to make contract appointments for non permanent vacancies. In DU we make ad hoc appointments. Unfortunately UGC 2010 Regulations promulgated under UPA dispensation has provision for contract appointments. This provision must be dropped. All long term (over 6 months) appointments must be filled through selections so that teachers can have the additional benefits. Choice Based Credit System (CBCS) It is ironic that the dtf led DUTA leadership did not call even a meeting of the Executive to formulate a collective opinion on CBCS. I was the only AC member who presented a detailed critique in the AC meet on 21st January 2015 and insisted on the issue be debated by all stake holders. Most other representatives were merely interested in going through the formality of recording a dissent but actually wanting the vc to make AC adopt CBCS scheme without debate. Their purpose was to expoit the issue for raising fears and anxieties of teachers on the eve of elections. I and ndtf are firmly of the opinion that the university community should debate the issue and force the ugc and mhrd to remove any misgivings. The ndtf assures that nomenclature and 3 years duration of Honours & Programs degrees shall stay; retention of all existing main honours courses, concurrent and allied courses including languages & environment studies; complete parity between formal stream and sol courses. The only change that be considerd after debate is the system to change marks into grades. It is laughable that those who were the champions of FYUP on behalf of and in collusion with the VC are now hypocritically breast beating that revised FYUP is back!! Promotions The NDTF is of the firm opinion that API-PBAS system imposed upon teachers by UPA regime is highly illogical and nonacademic. It encourages plagiarism, spurious research and valueless contributions to publications. It has lowered the quality of research. It must be withdrawn. Moreover inordinate delay by the ugc and du in implementing CAS 2010 which stated its date of implementation is 31.12.2008 have left all teachers in the lurch. Teachers with the required API scores have also been denied promotions because of the du inefficiency and in the name of ugc revisit committee constituted in 2010. I want to assure that efforts shall be made by NDTF to bring required amendments in the UGC Regulations to avoid retrospective collection of points and withdrawal of this illogical scheme. Pensions There is a huge turmoil on this issue. The VC has resorted to vindictive action against teachers and denied pensions to large categories of employees and teachers. Most teachers who have superannuated during the last few months are not receiving any pension. The ndtf is building pressure on the vc to withdraw the vindictive revision petition he had filed against the positive judgement of Delhi High Court on the petition of a large number of teachers who were earlier in CPF. The mhrd had earlier advised the university to decide the pension issue in consultation with the ugc. The vc ignored the advice. We shall again take up this crucial issue so that all categories get pensions. In any case this vindictive VC is bound to go and the matter of pensions amicably resolved preferably outside the court. Friends, This letter is not my manifesto. I know that there are many other issues like distribution of excess interest on pf, retention of UCMS in DU system, improvement of medical scheme, professorships in colleges, correction in pay anomalies, vindictive actions by principals and GBs in many colleges, parity of librarians and computer programmers with teachers, and now vindictive harassment of teachers of Physical Education,etc. This last issue is particularly vital because the authorities are making clandestine efforts to deny academic status already given in DU). This letter is only to raise some issues which gained importance in the recent past. Also to clear my approach as a teacher representative on EC. I believe that any teacher representative has twin responsibilities. To coordinate with and stregthen duta and also have indepth negotiation with authorities: du, ugc and mhrd. Mere militant posturing does not yield returns. Militancy has to go hand in hand with negotiations and communication with authorities. I and ndtf firmly believe in this. Teachers shall remember that during late1990s when Sriram Oberoi was the duta president and there was NDA government at the centre ndtf fought against the Sarkar but also negotiated effectively to get a promotion scheme under CAS resulting in 100% promotions and placements. Every teacher wants those screening criteria to be retained. With your support NDTF shall again get positive results with the present union government and the likely Delhi State government.
