National Road Fund Agency Jobs , July 2014 The National Road Fund Agency (NKFA) is a body corporate established under the National Road fund Act No. 13 of 2002 of the Laws of Zambia. The core function of NRFA is to manage and administer the Road Fund in Zambia. The Agency hereby seeks to appoint a suitably qualified, dynamic. motivated and proactive person to till up the following vacant position: ACCOUNTANT (1) Job Objective Reporting W the kind Manager, with the main job objective of being the driver in the Road Sector Resource Mobilisation Strategy for NRFA. while also ensuring that Financial Reports arc prepared timely in line with the National Road Fund Act No. 13 of 2002. Main Duties 1.He/she will be the main driver in implementing the NRFA Fund Management Business Plan in line with the NRFA Road Sector Resource Mobilization Strategy. 2.Plans and reviews the collection points of the Road User Charges receipts (Fuel levy, Tolling Revenues, Weighbridge fines and fess and Other Road User Charges (ORUC)). 3.Prepares monthly reconciliation statements of the Road User Charges (Fuel levy, Tolling Revenues Weighbridge fines and Fees and Other Road User Charges (ORUC)) collected by ZRA, RDA and RTSA to the Ministry of Finance releases to the Road Fund. 4.Initiates timely payments lo the accounts of the Road Sector employee’s welfare and general operating expenses. 5.Initiates timely payments for contracts entered into by the Road Sector. 6.Prepares and submits period reports on disbursements 7.Prepares monthly statements of expenditure. 8.Prepares quarterly Financial Statements. 9.Prepares quarterly withdrawal applications as per respective cooperating partner’s procedures and guidelines 10.Prepares annual expenditure budget. 11.Checks and verifies all payments. 12.Prepares monthly reconciliation statements on receipts to the Road Fund. 13.Prepares payroll for the NRFA staff ensuring that statutory recoveries are effected. 14.Prepares and submits VAT, NAPSA and PAYE computation schedules. 15.Prepares annual Financial Statements for the attention of the Auditors. 16.Facilitates internal and external audits. 17.Performs any other duties as may be assigned by the Fund Manager. Required Qualifications 1.Full grade twelve ( 12) school certificate. 2.Minimum professional qualifications Full ACCA/CIMA or equivalent. 3.Relevant work experience: Minimum Five (5) years in a similar position in a reputable organisation 4.Experience in a statutory body and/or an Audit firm will be an added advantage. 5.Good work experience in Sun Financial Management System. 6.Excellent computer skill in Microsoft packages (Excel Spreadsheet, Word and PowerPoint) Required competences and personal attributes: ◾Ability to provide leadership and motivate staff ◾Analytical and quantitative skills. ◾Planning and budgeting skills. ◾Good interpersonal skills. ◾High integrity ◾Managerial skills ◾Good working knowledge of other accounting packages.
