National Workshop for employees of civil registration offices in Tajikistan Dushanbe, 16 December 2014 – The project «Technical Assistance to Support the Strengthening of the Health Information System in Tajikistan”, funded by the European Union, provided technical assistance in organization and conduction of a republican seminar for employees of civil registration offices of the Ministry of Justice of the Republic of Tajikistan. One of the project goals is to consolidate reliable data collected by the Ministry of Health and Social Protection of Population with the statistical data obtained from other sources, such as CRO, Agency on Statistics under President of the Republic of Tajikistan, and vertical programmes, to ensure effective management. For this purpose, the integrated information system DHIS2 is being implemented in health institutions and offices of civil registration. Mr. Shohmurod Rustam, the Minister of Justice, opened the two-day interagency workshop. The representatives of the European Union Delegation to Tajikistan, Ministry of Health and Social Protection of Population, Ministry of Foreign Affairs, Ministry of Interior, Ministry of Education, Agency for Statistics by the President of the Republic of Tajikistan, Committee for Religion, Committee for Women Affairs, and employees of the civil registration offices participated at the workshop. The main goal of the workshop is to strengthen the interagency cooperation in the domain of activity of civil registration offices. Introduction of information system is one of the priorities of the ministry. The project presented the first results of testing of DHIS2 system in pilot district civil registration offices. Our project develops an electronic data collection system, which should start working next nationwide. This requires integration of health system data and birth and mortality data into a unique national database. This is not a simple process, and there are certain challenges, but we hope to find the needed solutions with the help of our partners, said Elena Maximenco, the project Team Leader. Interagency interaction is necessary for effective management of data flow at the governmental level. The workshop participants also visited the civil registration offices in Shahrinav district and pilot jamoats in Gissar district, where they learned about the results of work of the unified electronic system test mode. The project Technical Assistance to Support the Strengthening of the Health Information System funded by the European Union, with a budget of EUR 3,4 million, which focuses on the roll-out of a country-wide on-line electronic reporting system, will last till May 2016. The project is implemented by EPOS Health Management (Germany) in consortium with ICON-Institute Public Sector (Germany), Oslo University (Norway) and IrfatC (Tajikistan).
