Often times, these individuals are almost invisible to responders struggling to respond to mass events. Too often, the rehabilitation communities have not engaged with core responder agencies including the Red Cross. They may erroneously believe they are not able to participate without state counselor licensure in their home states. However, there are many roles beyond working as a disaster mental health counselor that are arguably even more critical. Content in this webinar will include: •Understanding the operation of an emergency management system within rehabilitation and other community service agencies and the community; •Identify the array of roles that rehabilitation counselors and agencies should play in disaster response; •Understand the ethical limitations and competencies involved in providing appropriate crisis intervention, as well as brief, intermediate, and long-term approaches to care; •Understand ethical issues involved in counseling and providing services within a disaster, emergency, and crisis context; •Demonstrate knowledge of specific issues and techniques relevant to meeting the needs of persons with disability in disaster, emergency, and crisis situations; •Understand special ethical responsibilities, methods, and limitations for advocacy on behalf of individuals and communities of persons with various types of disabilities; and, •Understand the ethical risks of secondary traumatization, its potential for counselor impairment, and the role of a personal self-care plan for the caregiver.
