Negara-negara yang kehidupan politiknya ditandai oleh pluralisme yang loyo (feckless pluralism) cenderung punya muatan kebebasan politik yang lumayan, pemilu yang rutin, dan pergantian kekuasaan di antara kelompok politik berbeda. Tetapi, di luar segi-segi positif tersebut, demokrasi tetap dangkal dan bermasalah. Partisipasi politik, meskipun luas pada saat pemilu, tak lebih dari sekadar memilih saja. Para elite politik dari semua partai atau kelompok besar umumnya dianggap korup, mementingkan urusan pribadi, dan tidak cakap. Pergantian kekuasaan nampak hanya melemparkan persoalan negara ke sana ke mari dari satu pihak yang kalah ke pihak yang lain. Publik sangat kecewa terhadap politik, dan meskipun publik masih kukuh dengan keyakinan mereka terhadap cita-cita demokrasi, mereka sangat tak puas dengan kehidupan politik di negara mereka.
