Over the last few months while on walks alone or walking with my dog, Ive had dogs run at me at least 5x. Usually the same dogs. And when I am with MY dog who is a year old and still in training and BLIND.. it is terrifying. My dog cannot see your dog has teeth bared and hair standing up protecting his property. My dog hears another dog barking and ALWAYS assumes its play time. He is continually getting better with the leave it command but honestly, if its illegal to have a dog tied in your front yard, how legal or ethical is it to have one loose?
