Title II reclassification is essential to ensure that all Internet content providers, innovators and consumers are treated equally, without the unreasonable discrimination Pay to Play would allow. California must demand rules that will stop phone and cable Internet service providers from discriminating against fledgling online companies, independent media outlets, non profit organizations (and anyone else with a website) and customers themselves.
