New Mayor for Vieux-Fort South Two New Councilors Take Oath of Office Castries, Saint Lucia. November 14, 2013: The Vieux-Fort South Constituency Council has sworn in two new members- one of whom will take up the post of Mayor of the town. The councilors- Winhall Joshua and Isaac Mathurin took their oaths and made a declaration accepting their office on Wednesday November 13, 2013 at a ceremony in the NSDC Building in Vieux- Fort. Mr. Winhall Joshua, new Mayor of Vieux- Fort South is a seasoned contributor to the local government movement- dating back to his first appointment to the Vieux-Fort Town Council when he was only nineteen years old. He has continued to serve Saint Lucia in the field of Labour Relations, and recently served as the island’s Consular General in Canada. Mr. Isaac Mathurin has also contributed to society in the field of education as a former lecturer and bursar of the Sir Arthur Lewis Community College. He is an accountant by profession. Director of Local Government, Mr. Lucian Isidore addressed the gathering at the ceremony, making a call for continued efforts in diversifying the work of local government authorities in the areas of social and educational outreach programmes. “There has been a historical departure from the old model of local government where the emphasis was on sanitation, etc. It has moved a step further to a more developmental approach, towards community management,” Mr Isidore said. Mayor Joshua indicated his intention to meet with several stakeholders within the community who can contribute to the thrust of a revamped local government authority. Additionally, he said, the council must promote business activity in the constituency. “The Council itself must be involved in business- not just to raise money or make profit, but for creating employment,” Joshua said. The Mayor also drew attention to what he called “projects we can do without money, and most times they are the projects that affect people’s lives profoundly.” Hence he made a plea to councilors to pool their skills to provide service to the community.
