New Victorian criminal organisation control legislation has been passed by the Victorian Government and now needs to pass the upper house or Legislative Council as it is known in Victoria. The PR says that this is about bikies but the legislation applies to ANY organisation or group and in an amazing piece of function creep, automatically to any organisation that two or more declared members might join later on in their life. Chillingly, the legislation reverses the standard of proof from Beyond reasonable doubt which is the standard for criminal proceedings before the state can impose massive restrictions on a persons rights and liberties, to the lesser standard of Balance of probabilities.
