New York Citys criminal justice failures in a nutshell: In the last five years, just 400 people accounted for over 10,000 jail admissions. Of these, 67 percent had “a mental health need”; 21 percent were severely mentally ill; and 99 percent had a substance abuse problem. A new plan unveiled by Mayor Bill de Blasios administration aims to keep more of these people out of jail by emphasizing treatment over punishment.
