New York’s Animal Population Control Program (APCP) is successfully helping communities manage homeless animal populations by funding spay/neuter for pets of low-income residents. Unfortunately, programs that help feral—or “community”—cats by humanely trapping, spaying or neutering, and then vaccinating before returning these cats safely back to their neighborhoods are currently ineligible to receive these life-saving funds. Thanks to petitions such as this, New York State Assembly has passed critical legislation that would remedy this by allowing APCP funds for Trap-Neuter-Return (TNR) programs across Upstate New York and Long Island. In order for this bill to become law, we urgently need your help encouraging the Senate to pass it before the New York Legislature adjourns for the year on Thursday!
